Campaign receipts compliance spot-check

Use when a campaign treasurer or political compliance director reviews receipts before an FEC filing deadline. Pulls the committee's totals and filings, breaks receipts down by employer and state, cross-checks lobbyist and registrant contributions disclosed on LD-203 reports, and screens large donors against sanctions lists for foreign-national risk.

# Campaign receipts compliance spot-check

For one federal committee before a quarterly or pre-election report. The FEC side and the lobbying side record the same money from different ends.

## 1. The committee

1. Resolve the committee with @[FEC · Committees](alexandria:fec-gov/records/committees) (query). Keep **committee_id**.
2. Read totals with @[FEC · Committee totals](alexandria:fec-gov/records/committee_totals) (cycle) and recent reports with @[FEC · Filings](alexandria:fec-gov/records/filings) (most_recent). Note any amended reports, which signal earlier errors.

## 2. Where money comes from

3. Break receipts down with @[FEC · Receipt aggregates](alexandria:fec-gov/records/receipt_aggregates) by **employer** and by **state**. Flag employers that are federal contractors (contractor PAC rules) and blank or "requested" employer entries above itemisation thresholds.

## 3. Lobbyist money

4. Search @[Lobbying disclosures · Search contributions](alexandria:lda-gov/lobbying-disclosures/search_contributions) with the candidate or committee as **honoree** or **payee** for the cycle.
5. Open each LD-203 with @[Lobbying disclosures · Get contribution report](alexandria:lda-gov/lobbying-disclosures/get_contribution_report). Contributions disclosed by lobbyists but not visible in FEC receipts are reconciliation items.

## 4. Foreign-national screen

6. Screen the largest individual and entity donors with @[OpenSanctions · Search entities](alexandria:opensanctions-org/sanctions-screening/search_entities) (q = name, topics such as sanction and role.pep). A match is a lead to verify, not a finding.

## Write the checklist

- **Reconciliation items:** LD-203 contributions without a matching receipt, with report ids.
- **Data-quality items:** missing employer or occupation above threshold.
- **Risk items:** contractor employers, sanctions or foreign-PEP matches needing review.
- **Sources:** committee id, filing ids, LD-203 UUIDs, OpenSanctions entity ids. Say what could not be checked.
