Tropical storm county readiness brief

Use when a county emergency manager must brief commissioners as a tropical system approaches. Reads the current NHC advisory and outlook, the NWS warnings for the county, the number of older and car-less residents from Census data, and the hospitals, shelters and fuel stations on the map, then drafts a sourced readiness brief and shelter plan.

# Tropical storm county readiness brief

For one county and one named or developing system. The brief must join the forecast to who is vulnerable and where they can go.

## 1. The storm

1. Find the system with @[National Hurricane Center · Active storms](alexandria:nhc-noaa-gov/weather/active_storms) (basin). If none is named yet, read @[National Hurricane Center · Tropical outlook](alexandria:nhc-noaa-gov/weather/tropical_outlook) for 2 and 7 day formation odds.
2. Read the latest public advisory with @[National Hurricane Center · Storm advisory](alexandria:nhc-noaa-gov/weather/storm_advisory) (storm_id): track, intensity, watches and warnings, surge and rain statements.
3. Pull county-level hazards with @[National Weather Service · Alerts active](alexandria:api-weather-gov/weather/alerts_active) (geometry = county centroid or polygon): hurricane, storm surge, flood watches and their times.

## 2. Who is exposed

4. Resolve the county with @[US Census Bureau · Geographies](alexandria:census-gov/census/geographies), then pull residents 65 and over, households with no vehicle and limited English with @[US Census Bureau · Data](alexandria:census-gov/census/data) (acs/acs5, tract level).

## 3. Where help is

5. List hospitals, shelters, nursing homes and fuel stations in the county with @[OpenStreetMap · Search elements](alexandria:openstreetmap-org/places/search_elements) (tags amenity=hospital, social_facility, fuel; area_relation_id from @[OpenStreetMap · Geocode](alexandria:openstreetmap-org/places/geocode)).
6. Check drive times from the highest-need tracts to the nearest open shelter with @[Maps · Directions](alexandria:firecrawl-maps/businesses/directions).

## Write the brief

- **Timeline:** arrival of tropical-storm-force winds and peak surge, as NHC and NWS state them.
- **Exposure table:** tracts with the most older and car-less residents, their nearest shelter and drive time.
- **Asks:** evacuation transport, shelter openings, generator checks at listed facilities.
- **Sources:** advisory number and time, alert ids, ACS tables, OSM element ids. Say what could not be found and when the next advisory is due.
