# Post-storm procurement opportunity scan

For one active or recent Atlantic or Pacific storm. Recovery work follows the wind field into specific counties, and local buyers post emergency bids fast. This scan links the forecast to the bids.

## 1. Locate the storm

1. List storms with @[National Hurricane Center · Active storms](alexandria:nhc-noaa-gov/weather/active_storms) (or @[National Hurricane Center · Season storms](alexandria:nhc-noaa-gov/weather/season_storms) for a past one). Keep the **storm_id**.
2. Read @[National Hurricane Center · Storm advisory](alexandria:nhc-noaa-gov/weather/storm_advisory) with product forecast_advisory for forecast positions and wind radii, and public_advisory for warnings by area. List the coastal counties under hurricane or tropical storm warnings.

## 2. Size the exposure

3. Resolve each county with @[Census · Geographies](alexandria:census-gov/census/geographies), then pull @[Census · Data](alexandria:census-gov/census/data) from acs/acs5 for total population and housing units. Rank counties by housing units in the warning area, a rough proxy for debris volume.

## 3. Find the bids

4. Search @[BidNet Direct · Search solicitations](alexandria:bidnetdirect-com/public-tenders/search_solicitations) with keywords such as debris removal, debris monitoring and emergency, status open, filtered to the affected states. Keyword matching is loose, so keep only titles that really describe recovery work.
5. Open each keeper with @[BidNet Direct · Get solicitation](alexandria:bidnetdirect-com/public-tenders/get_solicitation) for buyer, closing date, scope and prequalification rules.
6. Search @[SAM.gov · Opportunity search](alexandria:sam-gov/opportunities/search) for FEMA and USACE notices in the same states and keep set-asides and deadlines.

## Write the scan

- **Storm:** name, latest advisory number, warned counties.
- **County ranking:** population and housing units, with open bids per county.
- **Bid list:** buyer, title, closing date, link, prequalification needs.
- **Gaps:** heavily exposed counties with no posted bid yet, worth contacting before they post.
- **Sources:** cite advisory numbers and solicitation ids. Say what could not be found.
