Contract modification creep audit

Use when an inspector general auditor or contract oversight analyst suspects a federal award grew far beyond what was competed. Walks the award's modification history, flags out-of-scope growth and bridge extensions, checks whether subawardees were formed shortly before receiving work, and looks for related litigation, producing an audit lead sheet.

# Contract modification creep audit

For one prime contract or IDV. Ceiling growth through modifications and freshly formed subcontractors are two classic red flags; this puts both on one page.

## 1. Baseline and growth

1. Find the award with @[USAspending · Award search](alexandria:usaspending-gov/awards/award_search) (keywords, agency, recipient, contract type codes). Keep the **generated_unique_award_id**.
2. Open it with @[USAspending · Award](alexandria:usaspending-gov/awards/award): base and all options value, current obligation, competition extent, number of offers, period of performance.
3. Walk every action with @[USAspending · Transactions](alexandria:usaspending-gov/awards/transactions). Compute obligation growth versus base, count modifications coded as new work or extensions, and flag period-of-performance extensions near expiry.
4. If it is an IDV, list orders with @[USAspending · Idv children](alexandria:usaspending-gov/awards/idv_children) and check whether one task order carries most of the money.

## 2. Who did the work

5. List subawards with @[USAspending · Subawards](alexandria:usaspending-gov/awards/subawards): sub-recipient, amount, date.
6. For each large subawardee, look up formation date in its state registry, for example @[Utah business registry · Search entities](alexandria:businessregistration-utah-gov/entities/search_entities) then @[Utah business registry · Get entity](alexandria:businessregistration-utah-gov/entities/get_entity), or @[Colorado SOS · Search](alexandria:sos-state-co-us/entities/search). Formed within a year of the subaward, or sharing an agent or principal with the prime, is a lead.

## 3. Disputes

7. Search @[CourtListener · Search dockets](alexandria:courtlistener-com/dockets/search_dockets) with prime and subawardee names as **party_name** for bid protests, False Claims Act or contract suits.

## Write the lead sheet

- **Growth chart data:** date, action type, obligation change, cumulative total.
- **Flags:** each with the record that shows it.
- **Subawardee table:** name, amount, formation date, shared principals or agents.
- **Not proof:** state that these are indicators for audit follow-up, not findings.
- **Sources:** award ids, modification numbers, registry ids, docket numbers. Say what could not be found.
