Subrecipient risk check before a pass-through award

Use before a grants compliance officer at a state agency or university issues a federal pass-through subaward. Reads the applicant's federal award history and UEI profile, screens it against SAM exclusions and state Medicaid debarment lists, confirms it is in good standing with its state registry and looks for federal litigation, then assigns a monitoring risk tier.

# Subrecipient risk check before a pass-through award

Uniform Guidance asks the pass-through entity to assess each subrecipient's risk. This joins spending, debarment, registry and court records for one applicant.

## 1. Federal track record

1. Search @[USAspending · Award search](alexandria:usaspending-gov/awards/award_search) with the applicant name as **recipient_search_text** and grant award type codes for the last five fiscal years. Note award ids, amounts and awarding agencies; keep the **UEI**.
2. Open the profile with @[USAspending · Recipient](alexandria:usaspending-gov/recipients/recipient) (uei): parent organization, business types and total obligations. A first-time or fast-growing recipient raises the tier.
3. For the largest prior grant, read its actions with @[USAspending · Transactions](alexandria:usaspending-gov/awards/transactions). Repeated de-obligations or early terminations are a performance signal.

## 2. Exclusions and standing

4. Screen the legal name and parent with @[OpenSanctions · Search entities](alexandria:opensanctions-org/sanctions-screening/search_entities), datasets **us_sam_exclusions** plus the state Medicaid exclusion dataset for the applicant's state (find its name with @[OpenSanctions · List datasets](alexandria:opensanctions-org/sanctions-screening/list_datasets), q "exclusion"). Open any hit with @[OpenSanctions · Get entity](alexandria:opensanctions-org/sanctions-screening/get_entity).
5. Confirm good standing in the state of formation, for example @[Virginia SCC · Search entities](alexandria:cis-scc-virginia-gov/entities/search_entities) then @[Virginia SCC · Get entity](alexandria:cis-scc-virginia-gov/entities/get_entity) (status, formation date, registered agent).

## 3. Litigation

6. Search @[CourtListener · Search dockets](alexandria:courtlistener-com/dockets/search_dockets) with the applicant as **party_name**. False Claims Act, qui tam or contract-dispute suits change the monitoring plan.

## Write the risk memo

- **Tier:** low, medium or high, with the three facts that set it.
- **Conditions:** specific terms to add (reimbursement-only payments, site visit, extra reporting) tied to findings.
- **Evidence table:** award ids, exclusion dataset checked and result, registry status, docket numbers.
- **Sources:** cite every record id. Say which state registries or datasets could not be checked.
