Sugar levy reformulation audit

Use when a public-health nutritionist, policy analyst or food campaigner wants to know whether a sugar levy or labelling rule is changing what is on shelves. Samples packaged drinks or snacks in a country, reads each product's sugar per 100 ml or g, compares with reference foods and with the population obesity trend, and reports which brands reformulated.

# Sugar levy reformulation audit

For one country and one category (soft drinks, breakfast cereals, yoghurts). The product sample from step 1 is reused in every later step.

## 1. Build the shelf sample

1. Turn the category into a taxonomy id with @[Open Food Facts · Suggest](alexandria:world-openfoodfacts-org/foods/suggest), then list products sold in the country with @[Open Food Facts · Search](alexandria:world-openfoodfacts-org/foods/search) (category, country, page through 50 to 100 products). Keep barcode, brand and Nutri-Score.

## 2. Read the sugar

2. For each product read @[Open Food Facts · Product](alexandria:world-openfoodfacts-org/foods/product): sugars per 100 g or ml, sweeteners in the ingredients list and the last-modified date. Products that list sweeteners alongside lower sugar have likely reformulated.
3. Compare against a reference profile for the same food type with @[USDA FoodData Central · Search foods](alexandria:fdc-nal-usda-gov/foods/search_foods) and @[USDA FoodData Central · Get food](alexandria:fdc-nal-usda-gov/foods/get_food) (Foundation or SR Legacy). If the country is the Netherlands, Canada or Australia, use @[NEVO-online · Search foods](alexandria:nevo-online-rivm-nl/foods/search_foods), @[Canadian Nutrient File · Search foods](alexandria:food-nutrition-canada-ca/foods/search_foods) or @[AFCD · Search foods](alexandria:afcd-foodstandards-gov-au/foods/search_foods) instead.

## 3. The population picture

4. Pull adult obesity and overweight prevalence for the country with @[WHO GHO · Indicator data](alexandria:who-int/indicators/data) (find codes with @[WHO GHO · Indicator search](alexandria:who-int/indicators/indicators)), latest ten years.

## Write the audit

- **Shelf table:** brand, product, sugar per 100, sweetener present, Nutri-Score, versus reference value.
- **Share above threshold:** products above the levy threshold you were given, by brand.
- **Reformulators and holdouts:** brands that cut sugar and those that did not.
- **Context:** the obesity trend. Do not claim the levy caused it.
- **Sources:** cite every figure to the capability and record it came from. Say what could not be found rather than guessing.
