State bid sweep with last-award pricing

Use when a state and local government account executive plans the week's bids. Pulls open Texas solicitations by commodity code, reads who won the same NIGP code before and at what price, then widens the search to BidNet Direct and PennBid so the rep walks into every bid knowing the incumbent and the price to beat.

# State bid sweep with last-award pricing

For one commodity or service line a SLED rep sells. Public bid boards rarely show the last price; the award ledger does, so pair the two.

## 1. Pin the commodity code

1. Resolve the product line to NIGP codes with @[Texas SmartBuy · List NIGP codes](alexandria:txsmartbuy-gov/public-tenders/list_nigp_codes) (prefix from the user's category). Carry the 3 to 5 digit codes forward.

## 2. Open bids in Texas

2. Search @[Texas SmartBuy · Search solicitations](alexandria:txsmartbuy-gov/public-tenders/search_solicitations) with each **nigp_code**, status open, include presolicitations. Keep solicitation id, agency number and due date.
3. Read each with @[Texas SmartBuy · Get solicitation](alexandria:txsmartbuy-gov/public-tenders/get_solicitation): scope, quantities, pre-bid meeting and attachment links.

## 3. Who won last time

4. Search @[Texas SmartBuy · Search awards](alexandria:txsmartbuy-gov/public-tenders/search_awards) with the same **agency_number** and **nigp_code** over the last three years. Open the closest match with @[Texas SmartBuy · Get award](alexandria:txsmartbuy-gov/public-tenders/get_award): vendor, PO amount, award date. That vendor and amount are the incumbent and the price to beat.

## 4. Widen to other states

5. Run the same keywords through @[BidNet Direct · Search solicitations](alexandria:bidnetdirect-com/public-tenders/search_solicitations) (status open) for school districts, cities and utilities in other states.
6. For Pennsylvania, check closed history with @[PennBid · List past opportunities](alexandria:pennbid-bonfirehub-com/public-tenders/list_past_opportunities) (q = keywords, awarded true) to see how often the buyer re-bids.

## Write the bid sheet

- **Table:** buyer, solicitation id, due date, scope, incumbent, last award amount and date.
- **Priorities:** bids due within 21 days with a known incumbent price first.
- **Gaps:** bids with no award history, flagged as open field.
- **Sources:** cite solicitation ids and PO numbers. Say which states or buyers could not be found or returned nothing, rather than assuming no bids exist.
